Large Attachments
One issue people should consider when sending a file attachment is the connection speed used by the receiver. For receivers with a broadband connection this isn’t usually an issue but for dial-up it is.
If you send a 5MB attachment to someone with a 56kb connection (dial-up) it’ll take them at least 12 minutes or more to download it and they still might not be able to download it competely. They might be willing to spend that amount of time online, depending on the importance of the attachment.
There’s no direct way for a sender to know the download speed of the receiver. If you have a dial-up connection you can ask people to send smaller attachments where possible but also have to accept that the slower connection have some downsides.
There are strategies for coping with large email attachments on slow connections. In most email programs, including Outlook Express, there is an option that you can set for the connection to not fully download messages above a stated size. You can also choose to download the entire message.
Outlook has this option
Tools
Message rules
Mail
You will now see a box with options
Put a check by - When the message size is more than size
Put a check by – Do not dowload it from Server
When you put the checks in these boxes the bottom box will give you a rule to apply. You will see the word SIZE in the bottom box and it should be (blue) click on the word SIZE a box will appear for you to type in the size of the emails you do not want to download from the server to your Outlook Express mail box such as 3 or 5.
Click OK
This should stop your Outlook Express from downloaded large emails.
NOTE : There is also the option for you to login to your mail account and check via the webmail interface. You can then delete, forward or reply to oversize messages before downloading them.

If you are unable to send mail to yahoo.com and hotmail.com email addresses the following may be the reason.
In Outlook Express, when using the Stationary option, there is a possibility that mail will not be received by yahoo.com and hotmail.com customers along with some others.
To correct this:
In Outlook Express at the top left, beside of New Message or Create Mail you will see a tiny black arrow that points down. When you click on that you will see the stationary list. Put a check by NO Stationary.
You should be able to send to all email addresses now.
